So I’m pretty sure that building is the (now much expanded) art museum. I don’t see any cannons around though, and there are certainly a great many more trees (tough to even find a place on street view that shows the building) :

The original cash for clunkers, except no cash. It’s my understanding that the metal drives were mostly PR to get the public behind the war effort. Destroying all these things contributed little to the war effort.
